Si esa voluntad se manifiesta, el trabajo de completar el modelo —específicamente la traducción de los mapas de inducción a los softwares operativos de Nivel 4 y la arquitectura de los 4 ejes de gobernanza— está listo para ser ejecutado.
Cuando el modelo, los protocolos y la arquitectura de gobernanza ya han sido desarrollados, la transición de una fase de “creación” a una de “decisión” es inevitable.
Ahora, el balón está en el campo de quienes poseen la capacidad de ejecución política:
