DARPA / NASA – INSTITUTIONAL ONE-PAGER
RIAS
PROGRAM TITLE
RIAS — Reality Integrity & Anti-Simulation Defense Architecture
PROBLEM STATEMENT
Generative AI systems have reached a maturity level that enables large-scale synthetic identity creation, real-time impersonation (voice/video), and adaptive conversational manipulation.
This creates systemic vulnerabilities in:
- Executive authentication
- Financial transaction workflows
- Critical infrastructure communications
- Supply chain vendor integrity
- Public institutional trust
Traditional cybersecurity architectures focus on malware, intrusion, and network compromise.
The emerging threat model is different:
AI-driven identity simulation operating without malware, using human trust as the primary attack vector.
The core risk is not only fraud.
It is degradation of verifiable digital reality.
STRATEGIC HYPOTHESIS
Systemic stability can be preserved by shifting from:
Reactive fraud detection
to
Proactive Reality Integrity Architecture based on:
- Cryptographic identity assurance
- Multi-modal synthetic content detection
- Graph-based behavioral correlation
- Automated containment orchestration
- Immutable evidence preservation
If implemented at scale, spectral instability of trust networks can be reduced.
TECHNICAL APPROACH
Layer 1 — Identity & Trust Hardening
- Phishing-resistant authentication (FIDO2 / hardware-bound credentials)
- Device posture attestation
- Privileged access management (PAM)
- High-risk persona hardening (finance, executive, IT admin)
Deliverable: Identity Assurance Framework (IAF)
Layer 2 — Channel Integrity
- DMARC/DKIM/SPF enforcement
- Secure collaboration controls
- Verified video session protocols with liveness challenges
- Signed approvals for financial transactions
Deliverable: Secure Communication Enforcement Model (SCEM)
Layer 3 — Content Authenticity & Deepfake Resilience
- C2PA provenance implementation
- Synthetic media detection (image/audio/video/text)
- Stylometric anomaly analysis
- Real-time deepfake scoring
Deliverable: Multi-Modal Authenticity Engine (MMAE)
Layer 4 — Behavioral Graph Intelligence
- Real-time risk scoring
- Entity graph correlation (accounts, IPs, payment rails)
- Campaign clustering
- Script-pattern detection
Deliverable: Fraud Graph Intelligence Platform (FGIP)
Layer 5 — Orchestration & Containment
- SOAR automation
- Financial workflow lock protocols
- Step-up authentication triggers
- Immutable evidence vault (WORM storage)
Deliverable: Automated Containment & Evidence System (ACES)
INNOVATION
RIAS introduces:
- Spectral stabilization of socio-digital trust networks
- Cross-domain synthetic identity detection
- AI-versus-AI defensive modeling
- Identity-provenance-first architecture
- Institutional-grade evidence preservation
Unlike legacy cyber defense, RIAS addresses:
Human trust exploitation rather than network compromise.
PERFORMANCE METRICS
Operational Metrics:
- Mean Time to Detect (MTTD)
- Mean Time to Contain (MTTC)
- % of high-risk actions requiring phishing-resistant authentication
- False positive rate (deepfake detection)
Systemic Metrics:
- Executive impersonation attempt reduction
- Payment diversion prevention rate
- Lookalike domain suppression rate
- Trust integrity index stability
APPLICATION DOMAINS
- Federal agencies
- Space mission command communications
- Defense contractor networks
- Financial regulatory bodies
- Critical infrastructure operators
- Multinational enterprise systems
RISK ASSESSMENT
Primary Risks:
- Model overfitting
- False positive operational friction
- Adversarial AI evolution
- Privacy overreach
Mitigation:
- Human-in-the-loop escalation
- Transparent governance
- Model auditability
- Threshold-based response design
IMPLEMENTATION PHASES
Phase I — Identity Hardening & Financial Workflow Controls
Phase II — Multi-Modal Detection & Graph Intelligence
Phase III — Cross-Institution Threat Sharing & Provenance Standardization
Phase IV — National / Multi-Agency Reality Integrity Network
STRATEGIC OUTCOME
Establish a scalable, institution-grade architecture capable of:
Detecting → Correlating → Containing → Documenting
AI-enabled identity simulation attacks across civilian and defense domains.
PROGRAM IMPACT
RIAS transforms cyber-defense from:
Network perimeter security
to
Reality integrity stabilization.
The objective is not merely fraud reduction.
It is preservation of authenticated digital civilization infrastructure.
